Post The future of the Bay Bridge

This is something I've been thinking about over the years, what exactly is going to happen to the Eastern span of the bridge once the new one opens in 2013.
Some of you may know that the bridge, joining the East Bay to San Francisco with Treasure Island in the middle, was damaged in the 1989 Loma Prieta earthquake.
Since then, constant repairs combined with the age of the structure make it a less than viable part of the local infrastructure.
But...
New York has a fantabulous story of rehabilitation in its high line park (: http://www.thehighline.org/), an elevated segment of railway morphed into green open space. Given local politics and jurisdictions, as well as the current economic climate, I cannot quite foresee Bay Area communities and State entities coming together to achieve something similar with the Old Eastern span.
Yet, when we first visited the conservatory of flowers in Golden Gate park, what we saw there sparked my imagination. Walking the decks of the Bay Bridge amongst greenhouses and community gardens above the Bay could make this the 8th wonder of the world, evocating the hanging gardens of Babylon, themselves supposedly destroyed by earthquakes.
